I don't charge for a proposal, but I won't take the time to write a detailed proposal until the client has paid our firm (or someone else) to create a detailed scope of work, including selections and drawings. At the initial meeting I will give a "ballpark" by looking at the project and discussing what features they may want, but I let the client know that the scope of work and design agreement have a price as they are created by one of our designers. If the client doesn't choose our firm, the time and effort of the proposal is covered in the design agreement. My experience is that once the client has worked with our firm for six to ten weeks on design, we lose very few contracts.
